The Official Gazette of Castilla y León (Bocyl) published this Friday the decree law of aid to mortgages, which will benefit a thousand families before 2022, thanks to an allocation of six million euros, as presented on Wednesday by the President of the Junta, Alfonso Fernández Mañueco, and yesterday, after the approval of the document in the Governing Council, the Minister of Family and Equal Opportunities, Isabel Blanco, who said that the project had been sent to the Cortes for debate and processing.
The decree law will be able to reach a thousand families by the end of this year, with incomes of up to 35,000 euros and an amount of six million, with a maximum aid of 4,035 euros. More families “burdened” by rising prices (inflation) and interest rates will be able to benefit.
In order to access this aid, annual income may not exceed the amount equivalent to four times the annual IPREM in fourteen payments, increased in the case of a family unit or cohabitation unit, by a percentage for each additional member (20 per cent for the first member, 10 per cent for the second and five per cent for the third and subsequent members). The maximum annual amount of this financial assistance shall be 50 per cent of the amount. This benefit may be granted in a lump sum or in instalments, provided that the circumstances that gave rise to its granting are maintained.
In addition to raising the threshold of 13,780 euros of the previous mortgage subsidy to 35,262 euros for a family of four, the subsidy is increased by 16 percent, which may reach 4,035 euros per year. In addition to this, the amount of money allocated by the Junta to this line is increased from 2.5 to six million euros, an amount that can be increased depending on needs.
The councillor stressed that interested parties may request information through third sector entities, which will be responsible for disseminating the measure among the most vulnerable individuals and families they serve, as well as the management, which will be carried out through the citizen helpline 012, as well as through the offices in collaboration with local entities.
To benefit from the aid, the owner of the home must be registered in a municipality in Castilla y León at least six months prior to the date of the start of the corresponding procedure. In addition, according to a technical report, they must be at risk of non-payment or in a situation of non-payment of mortgage loan instalments on their primary residence, provided that this situation is not attributable to the voluntary action of the person obliged to pay.
Likewise, the main residence must be located in a municipality in the Community, must be the only one owned by the person concerned and must have been acquired for a price of less than 300,000 euros. Finally, according to a technical report, the affected person does not have sufficient resources to cover their basic subsistence needs.
